You must be at least 16 years of age to apply for a West Virginia Drivers License. If you are over 18, you must hold a WV learner's permit at least 30 days before you can receive a driver's license.

If you fall under the requirements of the West Virginia GDL program, you'll need to have your learner's permit for at least 6 months before taking the road test and moving on to your provisional license.

The probationary license allows for 17-year-olds to drive alone or with one non-family member in the car if no parent or guardian is present, and requires passing a road test at the MVC.

May not drive between p.m. and 5 a.m. accompanied by a parent or guardian or the passengers are the driver's dependents (children).

West Virginia teens are eligible to obtain a Learner's Permit after turning 15. While holding a permit, teens are able to practice driving while under the supervision of a licensed adult who is at least 21 years old. The supervising driver must be present at all times.

During the first 12 months after getting a license, they cannot drive other teens unless accompanied by a parent or guardian, a licensed driver age 25 or older, or a licensed or certified driving instructor. They may drive siblings to school, for example, but a note is recommended. But they cannot drive friends.

The second stage of the West Virginia Graduated Driver License Program, the Intermediate License, allows 16-year-olds to begin driving unsupervised. Before it is awarded, a Learner's Permit holder must: Submit a current Driver's Eligibility Certificate.
