Alter Required Field Resolution For Free

In Jira, click the Settings (cog) icon on the left side panel, and select Issues. On the Issues page, select Workflows from the left sidebar. Click Edit on the right side of the workflow containing the transition you want to edit. Select the transition and click the Post Functions tab.

Modify the Project so that it uses the new workflow. Using a Bulk Operation to edit those issues using the 'Fix Resolution' transition. This will set the field to the selected resolution. Change the project back to the original workflow.

The resolved date is automatically updated in Jira issues when you set a resolution for it, and a resolution must be set only when the issue is transitioned to the last status of the workflow ("Done", "Closed", etc.).

You can't make it editable there without making it editable on the edit screen. Which will set it irrespective of status if someone edits an issue. So your users will be resolving issues just by editing them, which is not right.

You do NOT make it editable. You should only set it when closing an issue, and, you should always set it, or Jira does not work properly. It does not matter if you think you don't use it, Jira needs it to be used properly.
