If it's a text watermark, you'll have the WordArt Tools tab available, and if it's a picture, you'll see the Picture Tools tab when the watermark is selected. If it's a text watermark, you can drag it to change its position on the page, but no other editing. If it's a picture, right-click and choose Format Picture.

Turn on your non-printing characters by clicking the ¶ character on the Home tab of the ribbon. Then open the header area of the document and check if you have paragraph marks or alignment settings that are causing this off shifting of the watermark.

However, sometimes a watermark may not be displayed. The most common reason for this is that by default watermarks are displayed in the background, behind the document's content. In most cases this is not a problem as the content of most documents is largely transparent.
