ZIP Codes are numbered with the first digit representing a certain group of U.S. states, the second and third digits together representing a region in that group (or perhaps a large city) and the fourth and fifth digits representing a group of delivery addresses within that region.

But ZIP codes are not created randomly. There is an order and a structure to this mail system.As you type each successive digit of a ZIP code and see what regions of the United States it describes. For example, if you're typing in 64110 (Kansas City), you can see what parts of the United States begin with '6'.

Generally, it doesn't matter what order the pieces are in within a tray. You don't even need to keep zip codes together. (The exception is for "carrier route sorted" mail, which is mail going to all, or almost all, addresses in an area, which must be sorted according to the way mail is delivered by the letter carrier.)

Put all the pieces into ZIP Code order. Group or stack them according to the first 3 digits of their ZIP Codes. When there are 15 or more pieces to the exact same 5-digit ZIP Code, band them into a package or packages. The maximum thickness of each package is 4 inches.

A postal carrier collects your letter and takes it to your local post office.(Each post office is served by a mail processing plant.) From the bins, the letters are sorted into trays by ZIP code and flown or trucked to the next processing.

While there isn't a coveted 00001 zip code hiding out anywhere in the U.S. (if there was we'd hope it was for the mailroom at the White House), there is most definitely a lowest number in use. Alas, the lowest zip code isn't a single digit or in possession of the Supreme Court or other such group.
