To view assignment rules: from Setup, enter Assignment Rules in the Quick Find box, then select either Lead Assignment Rules or Case Assignment Rules. To edit the name of a rule, click Rename next to the rule name. To change the criterion for a rule, first select the rule name from the list, and then modify the rule.

From a standard UI, a user can trigger assignment rules by simply checking the "Assign using active assignment rules" checkbox under the Optional section. The problem arises when your app needs to insert the Case from Apex and wants to trigger assignment rules.

Click Edit next to the relevant layout. On the Layout console click on Layout Properties. Un-check on the 'Default' against the 'Case Assignment Checkbox' to disable. Click OK and save the changes to the Page Layout.
