Yes, settlements with 1 charisma can still be worthwhile, they just won't have as many settlers, and won't have stores and crafting stations built. Basically what you are going to be missing is the extra caps income since you won't build any stores, plus the convienience of sharing build items between settlements.

Ignoring a settlement can make it turn against you and attack your other settlements. If you don't help defend them their happiness goes down. If their happiness goes down too far you lose that settlement have have to do a quest to get it back, so you can't harvest resources from that workbench.
