A requirements contract provides for filling all actual purchase requirements of designated Government activities for supplies or services during a specified contract period (from one contractor), with deliveries or performance to be scheduled by placing orders with the contractor.

(2) A Certificate of Current Cost or Pricing Data , in the format specified in 15.406-2, certifying that to the best of its knowledge and belief, the cost or pricing data were accurate, complete, and current as of the date of agreement on price or, if applicable, an earlier date agreed upon between the parties that is

(1) At a minimum, the contracting officer must use price analysis to determine whether the price is fair and reasonable whenever the contracting officer acquires a commercial product or commercial service (see 15.404-1(b)).

In short, the contractor certifies that, as of the date of certification, the information used to determine pricing, future costs, or future projections is accurate.

The Truth in Negotiations Act, or TINA, requires contractors who are negotiating certain government contracts e.g., sole source contracts where there is no established market price for the good or service to submit cost and pricing data to the Government that is truthful, accurate, and complete.

The threshold for obtaining certified cost or pricing data is $750,000 for prime contracts awarded before July 1, 2018, and $2 million for prime contracts awarded on or after July 1, 2018.

If the SBA requests audit assistance to determine the proposed price to be fair and reasonable in a sole source acquisition, the contracting activity shall furnish it to the extent it is available. In looking at FAR 15.403-1, none of the exceptions apply. So the answer is yes, Cost or Pricing Data shall be obtained.
