The NBPP is the regulatory framework which CMS uses to operate the federally facilitated marketplace (healthcare.gov). Below are links to the relevant documents released by CMS on the NBPP. Comments on the proposed rules are due by January 27, 2022.

The CHART Model is a voluntary opportunity for rural communities to test health care transformation supported by payment reform.

Compared to the 2021 OOPMs, the 2022 OOPM is an increase of $150 for individual coverage and $300 for family coverage. The final 2022 reduced OOPM for eligible enrollees with incomes between 100% and 200% of the federal poverty level (FPL) is $2,900 for individual coverage and $5,800 for other than individual coverage.

Section 1302(c)(4) of the ACA and 45 CFR 156.130(e) provide that the premium adjustment percentage is the percentage (if any) by which the average per capita premium for health insurance coverage for the preceding calendar year exceeds such average per capita premium for health insurance for 2013.

Through the Community Health Access and Rural Transformation (CHART) Model, CMS aims to continue addressing disparities by providing a way for rural communities to transform their health care delivery systems by leveraging innovative financial arrangements as well as operational and regulatory flexibilities.

As of early January 2022, 14.2 million Americans have signed up for 2023 marketplace coverage under the ARPA's expanded eligibility provisions, over a million more than the previous record for sign-ups at the beginning of the year.

In the Advance Notice, CMS provides information and updates in accordance with the Star Ratings regulations at ? 422.164, 422.166, 423.184, and 423.186. In addition, CMS solicits input on future measures and concepts as we continue to advance health equity and enhance the Star Ratings over time.
