You cannot merge the Forms together. You will need to retype the questions into the Form where you want all the questions to be.

To make sure each person only fills in each form once, you need to go to the form settings and select "limit to 1 response". The only way to "link them together" would be for you to put the link to the next form in the message they see after they complete the form.
