For users that have an E5 license, the Phone System license is included and is not required to be purchased separately. However, if you have just the E1 or E3 license you must purchase the Add-On Phone System license.

Office 365 E1, Office 365 E3 and Microsoft 365 E3 subscriptions require at least the Phone System add-on to use telephony on Teams. If you are already a user of the Microsoft suite, the good news is that Teams-Phone automatically includes this license and adapts to your existing subscription.

Assign a license to one user In the Microsoft 365 admin center, go to Users > Active users. Select the row of the user you want to assign the license to, and then in the pane, select Licenses and Apps. Select the Microsoft 365 Audio Conferencing check box, and then select Save changes.

In the left navigation pane, go to Billing > Licenses. Select Microsoft Teams Phone with Calling Plan. On the product details page, select Assign licenses. In the Assign licenses to users pane, begin typing a name, and then choose it from the results to add it to the list.

Microsoft Phone System for Enterprise License Holders Businesses with E3 licenses (under either Office 365 or Microsoft 365) will instead need to purchase their Phone System, Audio Conferencing and calling plan licenses separately.

To do this, go to the Microsoft 365 admin center Settings> Settings > Microsoft Teams. If you don't see Microsoft Teams in the Services list, turn off Try the new admin center to find Settings> Services and add-ins> Microsoft Teams. This change may take up to 24 hours for all users to have access to Teams.
