Move your cursor over a Settler and press the button prompt to assign them to a supply line. A menu will appear asking where you would like to send the settler. Assigning a settler to a supply line changes the NPC into a Provisioner.

Supply lines send food and water to other Settlements, while also allowing you to craft without the Settlement actually having those items or you carrying them around. If you have copper in one Settlement you can use it to build in another if they're connected.

Unfortunately, you need to have the first rank of the Local Leader perk to establish supply lines, meaning you have to have six Charisma. Once you've got the perk, just open the workshop, highlight a settler, and click the supply line button. R1/RB on PS4/Xbox One, and Q on PC.

If you highlight over one of your settlers, you should see a "Supply Line" button option. Once you click that button, you'll get to choose which settlement to send that settler to. And that's basically all you have to do!
