Click anywhere in the section of your document for which you want to create a different header or footer. In Word 2010 and 2007, select the Insert tab, and then select either Header or Footer. Then, select Edit Header or Edit Footer.

It would appear that you have restarted numbering at some point. Click on Page Number, then Format Page Numbers, and select "Continue from previous section." Also, you can keep your headers linked if you use alignment tabs to position content; these automatically adjust to the margin width.
