Yes. Click on any field in your Form Editor to open its Edit Field panel on the left side of the page. Tick the checkbox Required field and an asterisk will appear next to the label of the form field. The field is now required and visitors can't submit the form without filling it in.

Select the required field and edit the property of that filed. Modify property of STATE from "Required" to "Normal".

You can set the field as Read Only on page layout. From the "Quick find" box on the left search for "Field Accessibility" then choose your "obj1". Select "View by fields" and choose "field1". For each profile select "Read Only" besides for "Billing User".
