If you open the document and press Ctrl-A, then Alt-P-S-P to open the Page Layout dialogue and choose the Layout tab and either of the 'Different odd and even' or 'Different first page' boxes is checked or shaded, that's probably part of your issue.

Open the document, click Insert?Header and Footer. At the footer, click Insert?Shapes, choose Lines, and press Shift+Linesat the same time to draw a line.
