The Code of Federal Regulations is published by the Office of the Federal Register, National Archives and Records Administration. In general, CFR volumes are updated (not published) once each calendar year, on a staggered basis in ance with the annual update cycle.

The legislative process in a nutshell: First, a Representative sponsors a bill. The bill is then assigned to a committee for study.
