According to the Ammunition Regulations Act you must be at least 18 to buy ammunition, have a valid PAL and show a secondary piece of identification. Anyone between the age of 12 and 18 may purchase ammunition if they provide valid identification and a valid licence.

12.1 The license to individual or juridical entity for the ownership and possession of registered firearms necessarily includes the license to possess ammunition appropriate to the registered firearm which shall not exceed fifty (50) rounds per firearm at any given time.

You can only possess ammunition of a kind that is capable of being discharged from a firearm registered or endorsed on a licence held by you. You can buy ammunition if you are the holder of a licence or permit for a firearm which takes that ammunition, or if you are authorised by the firearms registrar in writing.

Well, you can buy ammunition out of state, but to bring it into California, you first have to ship it to a licensed California ammunition vendor so they can perform a background check and hand your ammo back to you.

To acquire, store or sell propellants and ammunition, you need a dwelling, storage unit or explosives licence, depending on the quantity and type of explosives being handled. Anyone handling explosives must be at least 18 years of age or older unless otherwise exempted by the Explosives Act and Regulations.

Accordingly, reloading is perfectly legal as long as the storage and handling requirements of the Explosives Act (and Regulations) are followed. The complete Explosives Act can be accessed at the Justice Canada site. The Explosives Regulations are available here.

Section 65(3) of the Firearms Act 1996 prescribes that: A person must not possess ammunition unless the person is: The holder of a licence or permit to possess a firearm which takes that ammunition, or. They are authorised to possess the ammunition by a permit.

A shotgun must be plugged so that it cannot hold more than a total of three shells in the chamber and magazine combined.

A firearms license (either a POL, or PAL) must be shown to purchase loaded ammunition. The components for manufacturing ammunition (brass, bullets, powder, primers, etc.) do not require a license for their purchase.

The answer to the inquiry then is that a person may have up to 75 kilograms of gunpowder and small arms propellant in his possession ? as set out in s. 143. These must be stored in accordance with Part XII.
