If there are a bunch of extra words they don't need to read, they shouldn't be in the proposal. An Executive Summary is not used to understand the proposal prior to reading it. If the evaluator needs to read a separate document in order to understand your proposal before they read it, you've done something wrong.

Use bullet pointsShort paragraphs, short sentences, and bullet points all make an executive summary easier to skimwhich is likely what the reader is doing. If important numbers and convincing stats jump out at the reader, they're more likely to keep reading.
