A small cell permit is required for constructing or modifying any small antenna that is visible from the public right of way. This includes small antennas attached to buildings, light poles, utility poles, and any other structures that are visible from the street.

The Cell Permit will be issued to each cell. Cell Permit will effectively function only for the ECDIS or the software having the User Permit provided at the time of ENC use contract. Since Cell Permit decrypts the encrypted ENC, any ENC cannot be displayed without Cell Permit.

In simple words base cells are the actual electronic charts (ENCs). When we receive permit for ENCs, the permit contains key to open ENCs (base cell) which are locked. But the ENCs are already there in your ECDIS as base cells. A base cell becomes an ENC when some security features (IHO system key) are added to it.

The life cycle for an ENC includes source data assessment and verification, product compilation, validation and publication, followed by continuous product maintenance and finally termination. This is a complex procedure where quality processes must be integrated.

ENC Encryptor Package comprises ENC Encryptor and ENC Permit Generator. It allows organizations producing Electronic Navigational Charts (ENCs) to encrypt and sign their data according to the IHO S-63 Data Protection Scheme. ENC information can be encrypted to prevent unauthorized copying of data.

Unlike paper charts which are only purchased once, until a new edition is published or a chart is cancelled, electronic charts are purchased through a license system called ?permits?. Permits are used to control the permission to use a chart. They prevent unofficial copying and distribution.

Failure to keep charts up to date is in contravention of SOLAS and puts the ship, the owner and seafarers in danger. It can also lead to action being taken by port state control officers. It is important that all notices to mariners are noted, including T&Ps, NavWarnings and local notices on the charts.
