The 1899 Hague Declaration concerning expanding bullets prohibits the use, as a means of warfare, of 'bullets which expand or flatten easily in the human body'. The prohibition was introduced mostly with a view to ban the British-made 'dumdum' bullet.

Pursuant to Article 8(2)(b)(xix) of the 1998 ICC Statute, ?[e]mploying bullets which expand or flatten easily in the human body, such as bullets with a hard envelope which does not entirely cover the core or is pierced with incisions? constitutes a war crime in international armed conflicts.

As a consequence, the USA considers that only expanding bullets designed or modified 'for the purpose of increasing or causing suffering beyond that required by military necessity' are prohibited under international law, including under the 1899 Hague Declaration.

Rule 78. The anti-personnel use of bullets which explode within the human body is prohibited. Volume II, Chapter 26. State practice establishes this rule as a norm of customary international law applicable in both international and non-international armed conflicts.

Click next to the text for the bullet you want to change. On the Home tab, in the Paragraph group, select the arrow next to Multilevel List, and then select Change List Level. Select the level where you want the bullet.

Expanding bullets, also known colloquially as dumdum bullets, are projectiles designed to expand on impact. This causes the bullet to increase in diameter, to combat over-penetration and produce a larger wound, thus dealing more damage to a living target.
