They don't delete inactive characters in WoW. They never delete your characters. They have been reported to delete/rename low level alts that have been inactive for (looooooooong) periods of time if ticketed about getting that characters name, but as a reference old characters are never deleted.

Inactive means having a subscription, logging in does not really matter for name releases.

Part of the reason for the 90 day (or 30 day) lockout is to protect that player's ?right? to the name. So if they accidentally released the name or changed their mind, they've got a window of time where the name is still exclusively available only to them.
