Kari's Law requires all organizations or businesses that use a multi-line telephone system (MLTS) to provide direct access to 911. The State of Maryland passed HB 1080.

For a multi-line telephone system that provides outbound dialing, Texas Kari's Law requires direct access to 9-1-1 service without the user having to first dial an initial number, digit, prefix or other access number or code before dialing 9-1-1.

NG911 will allow 911 centers to accept and process a range of information from responders and the public, including text, images, video, and voice calls. These resources provide information and tools to help 911 stakeholders transition to NG911.

RAY BAUM'S Act applies to the following 911-capable services: MLTS, fixed telephony, interconnected Voice over Internet Protocol (VoIP), internet-based Telecommunications Relay Services (TRS), and mobile text. Kari's Law amends the original Telecommunications Act of 1934 as well as its 1996 overhaul.

Personal life. Baum's wife is Kristine Baum. In February 2018, Ray Baum died at Suburban Hospital in Bethesda, Maryland from prostate cancer. Representative Greg Walden arranged to have RAY BAUM'S Act named in his honor due to his significant work in telecommunications.

Kari's Law ensures that anyone can reach a 911 call center when dialing 911 from an MLTS. The law is named in honor of Kari Hunt, who was killed in a motel room by her estranged husband in 2013.
