Uniform rules state that one cell phone or pager can be worn on a soldier's belt. Although there is no specific rule Army-wide on talking on cell phone while in uniform, individual base commanders have established their own policies.

As long as your phone has open bands and can be used internationally, there is no problem with connecting in the USA. AT&T and T-Mobile provide the most extensive frequency range in the USA, so it is more likely that your phone will work with these carriers or international options that use these networks as support.

You cannot walk and talk while in uniform and areas where classified materials exist usually do not permit electronics use. No due to high security reasons. Cell phones are allowed in most places. Cell Phone use is prohibited unless specifically authorized during the workday.

AR 670-1. paragraph 3-6(d) Soldiers will not walk while engaged in activities that would interfere with the hand salute and greeting of the day or detract from a professional image.
