Lay Out Link Settlement For Free

When you have enough beds, a farm, guns, and water it is time to actually get new settlers to your settlement. You can get settlers from quests and use companions as settlers. But the primary way is to set up the Recruitment Beacon. To build it go to the ?Miscellaneous? in the ?Power? section in the building menu.

You need the Local Leader perk. Once you have it, go into build mode at one of the settlements you would like to link up and assign one of the settlers to run a supply line from there to the other settlement.

With the Local Leader perk, just open the workshop, highlight a settler, and click the supply line button. Then, choose what settlement you want them to supply and boom, the supply line is created.

To create a supply line, use the workshop in one of the settlements, highlight a settler and press [Q] (or RB/R1 on XBOX/PS4) to display a list of owned settlements. Select the settlement to which the player character wants to link the current settlement.

Local leader perk. Then approach a settler and hit R1 and select what settlement you want to set the trade route to. Putting the trade routes in a one way path from one end of the map to another seems to work for me at least.

If you highlight over one of your settlers, you should see a "Supply Line" button option. Once you click that button, you'll get to choose which settlement to send that settler to. And that's basically all you have to do!

Settlements are a new mechanic in Fallout 4 where the player can help NPCs by finishing a questline and govern their areas as settlements. Supply Lines is a feature added to Fallout 4's base building aspect that enables players to share resources stored in different bases as long as there's a connecting Supply Line.
