Limit Comment Log For Free

If you restrict someone: They won't be able to see when you're online or if you've read their messages. Their new comments on your posts will only be visible to that person, and you can choose to see the comment by tapping See comment.

The difference is that the comments from the restricted profile will only be visible to them and no one else. In other words, they will not know their activity has been restricted. Essentially, they will continue to enjoy the ability to comment on your posts, without these comments impacting you or other followers.

It's a feature restriction imposed on you automatically because you've either been posting to many comments too fast, or you've had a few comments reported. Either way, you'll have to wait for the restriction to be lifted.

To see comments you have limited: Tap View all comments below your post. Tap in the top right, then tap See Limited Comments. Tap and hold on the comment you'd like to manage. Follow the on-screen instructions to confirm.

If you turn on Limits: Accounts you chose to limit can still comment on your posts but their comments will be hidden unless you approve them.

It means that whoever has posted the picture has decided to limit the amount of people they wish to comment on it. They may have only selected a few people that they want to comment on their posts and restricted anyone else who follows them.
