(1) If the load line marks are found to be correct for the condition the vessel is then in, the assigning and issuing authority shall issue a new load line certificate, valid for such time as the condition of the vessel then warrants but in no case for a period of longer than 5 years.

Load line certificates (domestic or ICLL) are issued on behalf of the United States by the American Bureau of Shipping or one of several other USCG-approved classification societies. The choice of assigning authority is made by the vessel owner/operator.

A ship's waterline is the line where its hull meets the surface of the water. A load line, also called Plimsoll mark,1 is a marking indicating the extent to which the weight of a load may safely submerge a ship, by way of a waterline limit.

How is it maintained? By a periodical survey not exceed five years, to ensure that the structure, equipment, arrangements, materials and scantlings fully comply with the requirements of the Convention.

Loadline convention basically limits the ships on the minimum freeboard it needs to maintain. The minimum freeboard required by the loadline convention is calculated by taking into account many factors including reserve buoyancy of the ship. Loadline convention applies to ships of more than 24 meters in length.

§5104. Assignment of load lines. (a) The Secretary shall assign load lines for a vessel so that they indicate the minimum safe freeboard to which the vessel may be loaded. However, if the owner requests, the Secretary may assign load lines that result in greater freeboard than the minimum safe freeboard.
