Users with Owner, Admin, or Editor level permissions can add or delete rows on a sheet. Editors cannot delete locked rows.

Permissions. You must have Owner, Admin, or Editor access to a sheet to make changes to rows and cells. To make changes to columns, you must have Owner or Admin level sharing permissions to the sheet.

Depending upon slenderness ration column may be classified as short column and long column. IS: 456-2000 classifies a rectangular compression member as short when both the slenderness ratios (L ex/D) and (L ey/b) are less than 12.
