This registration is called a National Permit or All India Permit. These permits are issued under rule 86 & 87 of Central Motor Vehicles Rules, 1989. In order to obtain this permit, the maximum age of the vehicle cannot be more than 12 years (15 years in case of multi-axle vehicle).

In order to obtain a national permit in India, it is mandatory to submit Form 46 and Form 48 along with your application. Form 46 is the form of application for grant of authorisation for tourist permit or national permit. Form 48 is the application for the grant of national permit.

To obtain National Permit, the owner of the vehicle must make an application to the concerned State Regional Transport Authority. In many States, there is a restriction placed on the age of the vehicle for which National Permit is sought. National Permit can be obtained only for vehicles less than 12 years old.
