Ice is very fragile compared with the materials typically used to make bullets, and likely to shatter before leaving the barrel even if it does not melt. Ice bullets would be impractical to use in many parts of the world, even if your snipers have access to mobile freezers.

Bullets for hunting and target shooting typically are made of lead or may have a lead core with a copper coating, and may include inserts made of plastic or other materials.

Poisoned weapons is illegal by the Hague Convention (pre WW1), but its not just that, there are significant technical barriers for modern poisoned bullets. A little known fact- modern bullets are sterilized by the firing process.

Frangible bullets are intended to disintegrate into tiny particles upon target impact to minimize their penetration of other objects. Small particles are slowed more rapidly by air resistance, and are less likely to cause injury or damage to persons and objects distant from the point of bullet impact.

Typical bullets can travel just a few feet through the water before they're slowed to a stop. CAV-X bullets can reportedly travel 60 meters underwater, and can go through 2 centimeters of steel fired from 17 meters away, indicating that it could even be used to penetrate submarines.

Upon being struck by the gun's firing pin, the percussion cap detonates and ignites the propellant; the resulting rapid expansion of gases in the gun's closed firing chamber propels the bullet forward at high velocity down the bore. The cartridge case is left in the chamber and must be ejected by mechanical means.

The extractor moves with the bolt to pull the cartridge case rearwards out of the chamber, and at some point the ejector eccentrically exerts a frontal push (from the case's frame of reference), which torques and "flicks" the case out of a side opening on the receiver known as the ejector port.
