The meaning of settlement period is the time between the execution of a transaction and the final settlement. Execution of a transaction is the fixation of transaction terms between contracting parties and the final settlement is the performance of the contract.

Under the T+3 regulation, if you sold shares of stock Monday, the transaction would settle Thursday. The three-day settlement period made sense when cash, checks, and physical stock certificates still were exchanged through the U.S. postal system.

It refers to the obligation in the brokerage business to settle securities trades by the third day following the trade date. The settlement occurs when the seller receives the sales price (the broker's commission) and the buyer receives the shares.

On February 15, 2023, the Securities and Exchange Commission (the "Commission") adopted a rule amendment to shorten the standard settlement cycle for most routine securities trades from two business days after the trade date to one business day after the trade date (or from "T+2" to "T+1" in common parlance).

When does settlement occur? For most stock trades, settlement occurs two business days after the day the order executes, or T+2 (trade date plus two days). For example, if you were to execute an order on Monday, it would typically settle on Wednesday.

The concept is simple. For the next 30 days, institute a mandatory three-day waiting period for every buying decision, large or small. Every time you're considering making a purchase, set the item down, put your wallet away, and leave the store. If you still want it three days later, go ahead and buy it.

The three-day rule in stocks mandates that buyers and sellers in stock transactions fully settle their business within three days of executing a trade. A buyer must send payment to the brokerage firm involved in a trade within three business days of making a purchase.
