Federal law requires a permit for all commercial filming, no matter the size of the crew or the type of equipment. This includes individuals or small groups that don't use much equipment, but generate revenue by posting footage on websites, such as YouTube and TikTok.

A film permit is required in the District of Columbia for all non-personal filming activity (except reporters/journalists/crew covering live breaking news events). Tourists or others filming strictly for personal use do not require a permit.

Note: Permits are only needed during the hours of 9am-5pm. If you are taking photos or video before 9am or after 5pm, you are free to do so without a permit.

Filming and photography ? whether commercial or noncommercial ? will be allowed within the park provided that the activity is consistent with the park's purpose and does not: pose a potential threat to park resources. create an unsafe or unhealthful environment for visitors or employees.

So if you want to shoot at say the Lincoln Memorial, and the Jefferson Memorial, you will have to apply for two permits. Most of the popular monuments, like the Lincoln Memorial, Washington Monument and the Tidal Basin, do require a photography permit.
