Rares from the radio station have been reported multiple times, like here and here. Legendaries in the waste are <0.1% of the recorded loot, and almost unobtainable without high-level, high stat dwellers.

Dweller happiness is predominantly governed by where you set them to work. Assigning a Dweller to the right room will increase their happiness over time - stick a Dweller with high Strength in the Power Generator room and they'll be chirpy as anything before you know it. The other method is through mating.

Most rooms can also be merged up to three times by placing an identical room of the same tier next to it. Generally, each room can facilitate two Dwellers. Merged rooms may be occupied by up to 6 Dwellers.
