Either the caliper itself is overtightened or the cable is binding. First check the cable. If you disconnect it from the brake it should slide smoothly and easily through the housing. If not, you may need to replace it, regrease it, or check for sharp bends/breaks.

In a hydraulic disc brake, a piston in the brake lever pushes hydraulic fluid through the brake hose when the brake is applied. The fluid pushes the brake pads together and against the brake rotor. When the brake is released, a spring pushes the pads away from the rotor and back into their housings.

First, let your engine run for a bit. As your engine gets warmer, it should cause any ice to melt, which will allow you to disengage your handbrake. Too Much Cable Tension When you pull the brake lever, the cable moves the brake pads in toward the rim or rotor, and you slow down. If the cable tension is too high, it could force the brake pads to clamp down too hard, and then get stuck in that position. To check your cable tension, pull on your brake levers.

The Automatic Brake Release lets you accelerate from a braked position without first having to release the electric parking brake. It's also very helpful during hill starts. If your SEAT has an automatic transmission, just press the accelerator and go.
