Once a valid porting request has been made, the old carrier cannot refuse to port a number.

While it is a much simpler process to transfer your number when moving to a new network, it is not entirely impossible when staying with the same provider. In order to retain your phone number while moving to a new tariff on the same network you will need to negotiate a contract upgrade with that network.

Transferring a phone number to a PAYG phone will usually not have any time restriction and you will not be required to do so during the purchase process.

Changing network is easy too. Not quite as simple as staying with your current one, but you usually just have to request a PAC code from your current network then supply it (and a few personal details) to your new one. That way you'll be able to keep your old number.

1) Call or text your provider to get a PAC Code A PAC (porting authorisation code) is an alphanumeric code that you'll need to transfer your number to a new network. It'll be valid for 30 days after it was supplied to you. If you leave it any longer to start porting your number, you'll need to get a new PAC.

This is important to keep in mind. If you are still under contract with your existing provider for either a SIM only deal or a phone-and-tariff contract, you will probably have to see the rest of your contract out before you can switch. You technically could pay the remaining months off.
