A direct payment permit allows eligible businesses that are unable to determine at the time of a purchase how otherwise taxable property or services will be used to pay sales tax directly to the Tax Department instead of paying tax to a seller.

Section (s.) 212.183, Florida Statutes (F.S.), allows the Department to authorize certain sales tax dealers to pay directly to the Department. Qualifying entities will be issued a direct pay permit to provide to their suppliers instead of paying sales tax on authorized purchases or leases.

Holders of direct payment permits are given the privilege of purchasing property without payment of tax to their suppliers, and later paying the tax directly to the Commonwealth.

Every business that operates in Illinois needs a Certificate of Registration or License, which some refer to as a seller's permit. This registration with the Department of Revenue gets you a tax I.D. number and tracks what kinds of taxes you owe the state.

Under this program, an approved taxpayer is issued an Illinois Direct Payment Permit (ST-46). The permit holder may purchase, following established guidelines, items without initially paying Sales and Use Tax to the permit holder's supplier on these transactions.

There are two ways to register for a sales tax permit in Illinois, either by paper application or via the online website. We recommend submitting the application via the online website as it will generally be processed faster and you will receive a confirmation upon submission.

Information for exclusively charitable, religious, or educational organizations; governmental bodies; and certain other tax-exempt organizations. Qualified organizations, as determined by the Illinois Department of Revenue (IDOR), are exempt from paying sales taxes in Illinois.
