With the Local Leader perk, just open the workshop, highlight a settler, and click the supply line button. Then, choose what settlement you want them to supply and boom, the supply line is created.

And settlers will eat food from the workbench inventory if there isn't enough crops in their own settlement to supply them all. So yes, they will share food. Make one settlement that is dedicated to producing only food and you can supply the food requirements for several other settlements.

Supplies lines simply connect however you do them. Doesn't matter which settler from which settlement goes where as long as it connects. Also you can connect a supply line to a main base and then do a supply line to that settlement that you connected to your main base and it'll work still.

If you highlight over one of your settlers, you should see a "Supply Line" button option. Once you click that button, you'll get to choose which settlement to send that settler to. And that's basically all you have to do!
