In general, classified materials must be stored in security containers or open storage areas approved by the General Service Administration. Supplemental controls, such as inspections and intrusion detection systems, are required for storing Top Secret and Secret information.

How is classified information handled? If information is classified, access to it is restricted. Any documents or electronic files containing that information are supposed to be marked, and only officials with proper security clearances ? and a ?need to know? ? are permitted to see them or be told of their contents.

Once the classified material has been prepared, it must be protected with two layers of durable, opaque wrapping or packing material so that no one can see the material inside. The first layer is the inner wrapper. This could be an opaque envelope or other opaque material.

5-401. Classified information to be transmitted outside of a facility shall be enclosed in opaque inner and outer covers. The inner cover shall be a sealed wrapper or envelope plainly marked with the assigned classification and addresses of both sender and addressee.

It must be transmitted by cleared courier or approved electronic means. SECRET material may be transmitted by U.S. Postal Service registered mail or express mail within and between the United States and its territories.

Top Secret information shall not be copied or reproduced without approval from the Top Secret Control Officer. Copiers, scanners, printers, and fax machines that are connected to an unclassified, non- safeguards information (non-SGI) network shall not be used for either SGI or classified information.

The United States Postal Service, or USPS, offers two services that you may use for transmission of Secret material: Priority Mail Express and Registered Mail. Priority Mail Express is the fastest USPS service for delivery of time-sensitive material.
