Those with Microsoft 365 Enterprise licensing with level E1 or E3 will need to purchase a Teams Phone license. Those that hold E5 already have Teams Phone licensing included. For Microsoft Business 365 it is possible to contact Microsoft to purchase Microsoft Business Voice without a call plan.

The dial pad is available for users with a Phone System license, provided they're configured properly. The following criteria are all required for the dial pad to show: User has an enabled Phone System ("MCOEV") license. User has Microsoft Calling Plan, Operator Connect, or is enabled for Direct Routing.

Buy a Teams Essentials with AAD, E1/E3, A1/A3, F1/F3, or G1/G3 plan, buy Teams Phone Standard licenses, and buy a Microsoft standalone calling plan or choose a third-party PSTN carrier. This model will give you Teams Phone System, but you'll still need to connect to the PSTN.

Search for the room you want to assign a license to, and click the checkbox beside the room's name. Click Save to assign a Zoom Phone license to the selected rooms.
