If you hold a learner's licence you can drive a four wheeler if you have a licenced driver in the car. On a two wheeler you can drive solo but if you have a pillion rider he/she must have a proper licence. The problem is that you won't get a learner's licence till you're 18.

The riding age limit for electric scooters in India is between the ages of 16 to 18. Teenagers between the age of 16 to 18 will have to undergo a requisite test to procure an e-scooter licence. The engine size of the electric vehicles permissible for riding to the above-mentioned age group is limited to 50 cc.
