Publishing your certificate to the GAL allows the recipient's Outlook to verify the digital signature, or allows the recipient to read email you have encrypted, and vice versa. If you send sensitive or personally identifiable information (PII), you must encrypt your email.

Go to Email Security in Trust Center Settings. Under Default Setting select your certificate My S/MIME Settings (email) and click OK (Detailed instructions on how to import your S/MIME certificate). Select Publish to GAL... and OK. Your certificate has been published.

If a user has multiple MAPI accounts configured in the same Outlook profile, the Publish to GAL button disappears. If this happens, then the email address that needs the certificate to be published to GAL will need to be separated out into a separate account.

Configure the CA Exit Module to publish certificates to Active Directory. In the Certification Authority snap-in, right-click the CA, and then select Properties. On the Exit Module tab, select Configure. In the properties for the Exit Module, select the Allow certificates to be published in the Active Directory box.

Microsoft support tried to explain that this is by design, and that in order for a user to be allowed to publish their certificate to the GAL, they have to be given admin permissions in Office365.

CA Certificates Rename the ca. cert. pem file to ca. cert. cer. Double-click ca. cert. cer and select Certificate. Select Local Machine > Trusted Root Certification Authorities to the certificate to the Windows store. A message appears confirming the import was successful.
