In English, months and years being reflected on are typically not spoken/written with the definite article unless a specific date is the chronological focal point. So, to answer your question, we do use the definite article, but on the specific time or day.

You should only use "the" if you also put "of" between the date and the month: "... between the 3rd of December, 2010, and..." "On the 6th of May, 2013, three men..."
