There is not a feature that allows you to transfer the ownership of a Microsoft Office license to another account.

Assign licenses to devices In the Microsoft 365 admin center, go to the Billing > Licenses page. On the Licenses page, choose Microsoft 365 Apps for Education (device) or Microsoft 365 Apps for enterprise (device). On the next page, choose a subscription, then choose Assign licenses.
