To have settlers come to your settlement, you will need to make sure you have enough food, water, beds, and defenses. You also need to make sure that you have the Recruitment Radio Beacon set up in each settlement. In addition, the number of settlers maxes out based on your Charisma.

In build mode you see a red person silhouette on an object if it needs a settler assigned and doesn't have one, a green silhouette if someone is assigned. You then press ENTER or E and walk to a guard post, a food plant or a scavanging station, and press ENTER or E again to assign them to it.

Each settlement needs the numbers next to food and water to be higher than the number of settlers who live there. To increase your food supply, plant crops and assign settlers to manage them. For water, build a few water pumps or ? if the settlement is on the coast or contains a large puddle ? a water purifier.

With the Local Leader perk, just open the workshop, highlight a settler, and click the supply line button. Then, choose what settlement you want them to supply and boom, the supply line is created.

You'll need to assign them to work on food production, water production, town defense. To assign one of your settlers to work on something, first pull up the build menu (the one that allows you to build items in town), and then walk around town to find the settler you want to assign.

Similar to the previous one, you can move the settlers using the command menu which can be open from the bottom of the Workshop Menu. Again, you have to click on it and then walk to a random settler.

Horizon allows to let settlers take up their work themselves. As soon as a job (building object) is available and not manned, it is automatically manned by a settler. This setting is called "Auto-Assignment" and can be set to On/Off under "Settlement Options Menu" in the Field Kit.
