Department of Motor Vehicles You can't order personalized plates before your vehicle is registered, when renewing your registration, or before transferring a registration. You must have a registration windshield sticker, receipt and regular series plates issued by DMV before ordering personalized plates.

You're not supposed to re-paint plates in NYS, either. I have re-painted plate in the original colors and have never had a problem, however. I wouldn't paint them to match the car - you'd just be asking for trouble, IMO..

You are not eligible to register online on behalf of the titled owner. If you are not the titled owner but you have purchased the vehicle, were awarded the vehicle in a divorce decree, or the owner is deceased, you must transfer the title to the vehicle before purchasing registration.
