A private company has three options when choosing a lease discount rate: the rate implicit in the lease, the risk-free rate, or the company's incremental borrowing rate (IBR). When determining discount rates, lessors and lessees must first use the rate implicit in the lease, if available.

Generally, a government should account for the lease and non-lease components of a lease as separate contracts. If a lease involves multiple underlying assets, lessees and lessors in certain cases should account for each underlying asset as a separate lease contract.

Begin with the reported operating income (EBIT). Then, add the current year's operating lease expense and subtract the depreciation on the leased asset to arrive at adjusted operating income. Finally, to adjust debt, take the reported value of debt (book value of debt) and add the debt value of the leases.
