It's simple, take 1920, and divide it in half, then 1080 and divide it in half in order to find the resolution that scales perfectly to 1080p. That resolution is 960x540.

It's the same aspect ratio,, but 1920x1080 (1080p) is a higher resolution than 1280x720 (720p). A 720p image would still display correctly on a 1080p screen and vice versa with no edges being cut off, just with more pixelation or at a lower quality respectively.
