Attestation is the act of witnessing the signing of a formal document and then also signing it to verify that it was properly signed by those bound by its contents. Attestation is a legal acknowledgment of the authenticity of a document and a verification that proper processes were followed.

STIR/SHAKEN digitally validates the handoff of phone calls passing through the complex web of networks, allowing the phone company of the consumer receiving the call to verify that a call is in fact from the number displayed on Caller ID.

"Gateway Attestation", "C", indicates the call can only be verified as coming from a known gateway, for instance, a connection to another service provider.

Partial Attestation (B) - The originator knows the identity of the caller, but cannot confirm their right to use the Caller ID. Gateway Attestation (C) - The identity of the caller is not known, as the call originated outside of the network, or internationally.

Simply put, an attestation letter (often called an Executive Summary Report) is a statement or declaration from an independent third party that lends credibility to the part of the organization undergoing review.

If a call is assigned full attestation, it means: The carrier is responsible for originating the call. The carrier has a pre-existing direct relationship with the customer who is making the call and can authenticate and identify this caller. The carrier can verify an association with the number used to make the call.

Gateway Attestation (C) ? The service provider has authenticated from where it received the call, but cannot authenticate the call source. An example of this case would be a call received from an international gateway.

Again, Full Attestation, or an A rating, means that carriers: Are responsible for originating calls. Have pre-existing relationships with the caller and can identify and authenticate the caller. Can verify the association between the caller and the number dialed from.

Essentially, the attestation levels are designed to protect the integrity of the telecom networks and provide a way to signal confidence levels to other carriers that the calls can be trusted, and at what level.
