Unlock Table Of Contents Title For Free

Click the "Restrict Editing" button in the "Protect" group. The "Restrict Formatting and Editing" task pane will open. Click the "Stop Protection" button at the bottom of the task pane.

Go to References > Table of Contents > Custom Table of Contents. Select Modify. If Modify is grayed out, change Formats to From template. In the Styles list, click the level that you want to change and then click Modify.
