In 1993, the 15th ICLS adopted the resolution concerning statistics of employment in the informal sector (ILO, 1993a), which defines the informal sector and employment in the informal sector. This was the first time a statistical definition relating to informality was internationally agreed.

2.2 The current 19th ICLS resolution of 2013 and its impact The 19th ICLS resolution represents a new framework and set of guidelines for measuring different forms of work. It refined the back then existing ICLS standards and conceptual definitions on the labour force and related components.

Concepts and definitions. The labour force participation rate is the number of persons in the labour force as a percentage of the working-age population. The labour force is the sum of the number of persons employed and the number of persons unemployed.

At present the International Labour Organization has 185 Member States. Statistical range: ILOSTAT contains a wide range of data on the labour market including data on employment by economic sector, wages per hour, weekly working hours, unemployment and strikes.

The employment level is defined as the number people engaged in productive activities in an economy. The concept includes both employees and the self-employed. The two main measures used for employment are the number of persons employed or the number of employees.

Ing to the 13th ICLS Resolution, a person was considered being in employment, if the person was engaged in a productive activity within the production boundary of the System of National Accounts (see figure 1).
