The Judicial Council of California is the policymaking body for California's judicial branch, the largest court system in the United States. The 28-member body is responsible for improving the statewide administration of justice in the California courts.

To start a civil action, a summons and complaint must be filed, filing fees must be paid, and all of the parties must be served with notice of the complaint.
