Stockton Electric Railroad Company v. City of Stockton, supra. The complaint alleged the power companies had violated the California Environmental Quality Act, Cal.CIV. Prey. & Rem. Code § 1034. In the amended complaint, Stockton Electric Railroad Company and the Central States Power Company had alleged that city planners ignored environmental laws for the benefit of commercial interest and that the city planners had sought to promote the development of commercial facilities throughout the city at great cost for the benefit of all. Stockton Electric Railway Company v. County of Stockton, supra. The court rejected the complaint for lack of authority for the action complained of and the court of appeals affirmatively dismissed complaint.
